ask a fireman. the ones by my old house used to go to shoprite and get a shit ton of (i wanna say) joy liquid soap to practice when they burned cars and things. instead of using whatever surface tension breaker they usually used, they said its cheaper to just get dish soap. i thought it was wierd as hell too, but a DROP (not a squirt, a DROP) in the radiator does indeed lower coolant temps (did in my z, and miata). and, no, it doesnt foam up as long as you use a drop
